Dr. Rolf Alter
Dr. Rolf Alter is Senior Fellow at the Hertie School. He spent over 25 years at the Organisation for Economic Co-operation and Development (OECD) in Paris. In 2006, he was appointed Chief of Staff to the OECD Secretary-General, and in 2009 he became Director of Public Governance. For the last several years, he has been a member of the Advisory Board of the Global Risks Report of the World Economic Forum. In July 2021, the UN Economic and Social Council approved Rolf’s appointment of to the UN Committee of Experts on Public Administration following his nomination by the UN Secretary-General for a four-year term. The Committee provides expert policy advice and programmatic guidance to the UN Economic and Social Council on issues relating to governance, public administration structures and processes and plays a key role in supporting the implementation of the SDGs of the UN Agenda 2030. He holds a PhD from the University of Göttingen, Germany.
Professor Dr. Alice ter Meulen
Professor Ter Meulen is a linguist, logician, and philosopher of language whose research topics include genericity in linguistics, intentional logic, generalized quantifiers, discourse representation theory, and the linguistic representation of time. She is a professor emerita at the Umiversity of Geneva. She has acted as professor at the University of Washington, the University of Amsterdam, and the University of Groningen. She was elected to the Royal Netherlands Academy of Arts and Science in 2000, and to the Koninklijke Hollandsche Maatschappij der Wetenschappen in 2003. She was president of the European Society for Philosophy and Psychology for 2006-2008. She holds a PhD in philosophy of language from Stanford University, United States.
Dr. Takis Damaskopoulos
Dr. Takis Damaskopoulos is the Executive Director of EIIR. His research and advisory activities concentrate on the economic, organizational, technological and policy/governance dynamics of innovation, and the evolution corporate, regional and state strategies of innovation, competitiveness and sustainable development. He undertakes this work in collaboration with leading academic/research institutions, private business organizations, national and regional governments across the EU, and international organs such as the European Commission, the OECD, the World Bank, and the UNDP. He acts as principal researcher and evaluator in several European Commission RTD programs that explore the changing systemic conditions underpinning processes of innovation and sustainable development and their economic, social and environmental implications across the EU. He has held course directorship and senior research positions at INSEAD, the University of Westminster, and York University of Toronto. He holds a PhD in International Political Economy from York University, Toronto, Canada.

Giusepe Zilioli is a Special Advisor to the European Commission on key issues of structuring the European RTD Framework Programs on technology management and innovation.
Loukas Pilitsis
Loukas Pilitsis is a founding partner of Anchorstone Partners, a private equity group specializing in actively managed venture capital and private equity investments throughout the European Union. Prior to his current professional engagements Loukas was a Senior Vice President at State Street Bank in Boston.
